Tafheem-ul-Quran (En) - Az-Zumar : 23
اَللّٰهُ نَزَّلَ اَحْسَنَ الْحَدِیْثِ كِتٰبًا مُّتَشَابِهًا مَّثَانِیَ١ۖۗ تَقْشَعِرُّ مِنْهُ جُلُوْدُ الَّذِیْنَ یَخْشَوْنَ رَبَّهُمْ١ۚ ثُمَّ تَلِیْنُ جُلُوْدُهُمْ وَ قُلُوْبُهُمْ اِلٰى ذِكْرِ اللّٰهِ١ؕ ذٰلِكَ هُدَى اللّٰهِ یَهْدِیْ بِهٖ مَنْ یَّشَآءُ١ؕ وَ مَنْ یُّضْلِلِ اللّٰهُ فَمَا لَهٗ مِنْ هَادٍ
Allah has sent down the best of discourses, a Book all whose parts are uniform in style 43 and whose themes' have been repeated over and over again. Those who fear their Lord are filled with awe when they hear it, and then their bodies and their hearts soften and turn to the remembrance of Allah. This is Allah's guidance, whereby He guides to the Right Way whomever He wills; and the one whom Allah does not guide has no guide whatever.
43 That is, there is no contradiction and disagreement between them. The whole Book, from the beginning to the end, projects one and the same aim, one and the same belief, and one and the same system of thought and action. Each of its parts confirms and supports and explains the other themes; and there is perfect consistency in it both in meaning and in style.
